Safety policies to include

Distribution work is regulated under OSHA 29 CFR 1910.269 (and 1926 Subpart V for construction of electric power lines). Document these areas in language crews will actually use in the field:

Qualified employees and job briefings

  • Who is a qualified electrical employee vs. an unqualified worker on or near the system
  • Training, demonstrated proficiency, and recertification for each voltage class
  • Apprentice supervision ratios and tasks apprentices may not perform alone
  • Tailboard/job briefing: hazards, MAD, grounding plan, rescue, and stop-work authority
  • When a second qualified person is required

Minimum approach distances and cover-up

  • MAD tables by voltage for phase-to-phase and phase-to-ground (per 1910.269 Appendix B or your adopted table)
  • Insulating cover-up, line hose, blankets, and when they must be applied before work
  • Aerial device boom and bucket clearances to energized parts
  • Unqualified workers and public MAD — keep them out of the MAD zone

OSHA 1910.269 and NESC

Distribution operations sit under OSHA 1910.269 and construction rules in 1926 Subpart V. Construction of overhead and underground plant also follows the NESC (IEEE C2), not the NEC used for premises wiring. Your handbook should point to the adopted NESC edition, your switching manual, and the training records that prove employees are qualified.

Switching, tagging, and clearance procedures

On a distribution system, lockout is not a padlock on a local disconnect. Switching authority lives with the system operator. The handbook must match your switching manual — not invent a contractor-style LOTO that crews will ignore.

Authority and communication

  • Who may request, issue, hold, and release a clearance (dispatcher vs. field crew vs. contractor)
  • Three-way communication and read-back of switching orders
  • Radio, SCADA, and phone protocols when the system is abnormal
  • When a written switching sequence is required vs. a verbal order

Clearances, hold orders, and tags

Distributed generation and backfeed

Customer solar, batteries, and other DER can energize a line you opened at the substation. Switching procedures must include isolation of known interconnects, visible opens where required, and testing for backfeed before grounds go on. Update the handbook when interconnection rules or your DER map change.

Storm restoration and mutual aid

Major storms are when distribution injuries cluster. Fatigue, unfamiliar feeders, and pressure to restore load are not excuses to skip MAD, grounding, or public-scene control.

Call-out, hours, and fatigue

  • On-call rotation, response times, and who is authorized to work after a set number of hours
  • Rest minimums before driving bucket trucks or performing live-line work
  • When a crew must stand down even if outages remain

Damage assessment and public safety

  • Treat every downed conductor as energized until tested and grounded
  • Scene control: keep the public and first responders outside MAD; coordinate with police/fire
  • Step and touch potential around vehicles, fences, and wet ground
  • Priority restoration (life safety, hospitals, then circuits) vs. skipping isolation steps
